I thought the idea of camof' was to blend in. That said, what background is there at sea? water & the horizon. Why not chrome the ship so it gave off a glare then anyone trying to identify it would be blinded. Guess it's really the gov't way to subsidize the paint companies & keep sailors busy.
I had to go look up the idea, and it's kinda' interesting.
There are several types of Naval Camouflage. The photos in that link only show 2 - measure & dazzle.
There is a form like you mention - blend/deception to make the ship look like a part of it's environment. But several others have different effects - dazzle (the wild line patterns in different directions) is meant to make it nearly impossible to identify a ship's size, orientation and profile. You know it's there, but have a hard time plotting a solution to it.
There was another I came across that was kinda' neat too - they painted a different displacement/wake pattern on the ship (particularly the bow) to suggest a different speed than the ship was actually traveling.
It was some fun readin'.
