NS50C - prop shaft and gears

I just pulled the gearcase open to remove the propshaft, it wasn't fully engaging forward gear. I noticed what appears to be two silicone 'washers/shims' where the shim is before the gear. Is this normal? Should they be actual washers or shims?

They should be "real" metal shims. You need a dial indicator to select the correct shim pack and get the correct backlash.
