NYS DMV registration for pre 1972 12ft no HIN

Alright I'll put this out to everyone in NYS. Just on the phone with NYS DMV on hold for 1hr, before they couldnt answer the question, transfered me and disconnected the call on the transfer.
So here is the issue. I just picked up a 12 ft open aluminium boat that was made in about 1950 ( prior owner said the company stamped on it went under in 1954) never registered only used as a pond row boat with no HIN. DMV web sight says that I need a HIN if boat was made after 1972. Woman on the phone said she didn't think that was true.
Any one run into this before. I need to register it to put a motor on it. If I shouldn't need a HIN I don't want to get one @ office of parks.
DMV is of no help. Wondering if anyone here has run into this.

Ayuh,... That's a tough 1 to get 'round in NYS,...

Without a number, ya don't get a registration,...
1 will have to be assigned,...

You will get a different answer every time you ask a different person at the DMV, it seems. Print out the page from the website (NYS DMV - Recreational Transportation) and bring it with you as evidence of the right answer.

It's no issue to get a registration for a boat made before boats were titled, but IIRC they may need a vin tracing of the HIN to file the required MV-59A and MV-59B forms as proof of ownership. It is sort of a catch 22 as they were not required and many boats with 'good' paperwork still have no HIN..

You may need to apply thru NYS Parks for a HIN but there is a chance that a small DMV will push the paperwork thru without the HIN tracing

Guys, according to DMV's own website, a HIN is NOT required in this case.

Normally they are not, even the registration renewal I had for my Custom Craft did not have the HIN listed, and it has a transom tag.. The catch 22 comes when filing MV-59A and MV-59B which are lost registration statement forms, normally require a vin trace ( or HIN trace in the case of a boat ) for processing along with any other proofs of ownership that is not the legal NYS registration. There might be a loophole to avoid that with the MV-59 forms but I don't know that there is.. If DMV can't do anything, than they will direct you to NYS Parks.

I actually had to trace the HIN on my Custom Craft to file the MV-59's as my grandfather lost the reggie, and it is a pre '72.. It's a fairly painless process if all the papers are in order

There is no lost registration as the boat was never registered before. The OP needs a savvy, experienced clerk at the DMV to get this done, along with a solid bill of sale.

There may be no registration, which is usually not a big deal, because DMV's can actually make new registrations after they receive both MV-59 forms filled out. The MV-59's are a claim of ownership filled out by the previous owner ( any one that you know in this case cause it does not matter ).. If the MV-59's cannot be filed without a HIN tracing, than it becomes a problem.. If the clerk actually understands the HIN may not be present on a pre 1972 boat, than it may go thru without an issue, but Albany still processes those papers. The registration you walk out with at the end of this process is a non transferrable registration, Albany has to approve and send out a transferrable registration when it clears.

Ayuh,... Which goes to show Why an old boat Registration to an old boat thats pre-'73, is worth many times more than the boat,...

There's thousands of old boats on New york waters with registrations for hulls About as long as the hull actually is,...
