O/B HP vs I/O HP

I have a 140 HP I/O that I want to convert to an O/B. I have heard that I can go with a lower HP O/B and expect the same or better performance. What are some thoughts on this?

Short answer yes because the OB will weigh less per HP, but a lot more factors can come in to play.
