Oil collecting on head around top spark plug

I have 2002 Evinrude 40hp twin cylinder 2-stroke engines. One is a customer of mine. Both have a similar problem, that being oil is collecting around the top spark plug (on the outside) and runs down the engine. I suspect a bad head gasket, but haven't been able to definitively determine that.
Anyone see this problem and can share the cause?

Are they new plugs with new gaskets ??

The gasket / seal on the plug is defective.--Certainly nothing to do with a head gasket !

Yes they are new plugs, according to customer and they appear to be new. He bought the engine for his older pontoon cause his 28hp was actually wearing out. His 40hp engine seem to run great last year from the time i installed it until the end of the season. I noticed the oil collecting at the base of the plug then. I removed them they were new plugs, seal rings were in new shape and plugs were tight. I put the plugs back in after cleaning the area. This season he is having all sorts of strange problems with proper performance but i'll hold on those unrelated issues for another thread (electrical harness). He does his own weatherization..
What prompted me to as this question in the first place is I bought a 40hp Evinrude from a State auction and once setting in the shop i notices the same oil collecting around the top plug. I'm open to any help on this cause it bugs me i haven't found a good answer.. I am leaning to the idea that there could be a micro fracture in the head plate that doesn't manifest its self when doing a compression check but is causing the issue once hot. Still investigating.......
