oil/fuel mixture

I tried to start my outboard this spring and notice that oil/fuel mix was about the same color as the oil,(quicksilver brand)pulled the plugs and was not getting any fuel. Replace the primer bulb and fuel filter, also rebuilt the carbs. I pulled off the fuel line @ the carbs and look like straight gas and I notice that in the carb venturies that there was oil present. Is there a way to check if I'm getting enough oil? I have a 40hp Mariner 4cyl

Pre-mix or oil injected ?<br />Is the fuel fresh ?

oil injected and used fresh gas but 87 octane.
