Oil legal in certian States? Why?

I was at the local wholesale club today and they Had Esso brand oil. The Oil is made by Exxon but was only "legal" to be sold in certain states as listed on case. The oil had all the "meets or exceeds" badging you see on oil cans. So, why can this oil only be sold in certain States?

Maybe they have territory agreements with customers who buy and label under different names.

It's straight motor oil in all grades and it says "only legal to be sold in the following states: ..." Then it lists a bunch of states.
