If the plugs are old and you troll at low speeds a lot that may be normal and the decarbon juice will help, put new plugs in after. If the plugs are relatively new, and/or you use the engine at mostly higher speeds, you would want to check the heat range of the plug and make sure its correct and check for a stuck float in the carb or something that would make it run rich. Also verify the oil mix.
