Ok rodbolt help me out along this process!

Ok i drained out all the oil from the oil from the oil tank inside the cowling. There is no gasket in the tank restricting oil. the problem that i got is that there is oil in the bottom of the motor compartment. from time to time. I also tested the oil pump like was stated in the manual. Im not getting the 3.9-6.2cc's in the 3 min. @ 1500 rpm. So like the manual said i opened the bleeder valve and its open now. It looks like the oil is leaking out of the bottom of the tank as for some reason there is just a cheap *** plastic wire tie instead of a clamp. The cap of the tank has the 3 sensors to tell the external tank where the oil level is. The cap does not screw on it has like barb type shape to it. 1: Should there be a rubber gasket there or something? 2: why are there just these cheap plastic wire ties clamping off the connections??? (Im going to fix that with clamps). 3. the linkage from the carb to the oil pump piviots(it looks like its supposed too) but on the carb side there is a plastic piece that has 2 holes. Its set on the farther one from the oil pump. On the linkage on the oil pump side is a screw adjustment and it looks like its all the way out (making the pump work more). there is also a hole that i can move like 1/4 inch or so(just like on the carb side of the linkage) which will in turn make the pump open more than it does. Should i mess with this stuff till i get the oil output that i want on each cylinder? This stuff is pretty involved and i hope you understand what im talking about. Let me know what you think! Im getting oil in the lower cowling and im hoping its those cheap zip-ties. and also im trying to get propper oil to the cylinders. Thanks. my email is drewmitch44@comcast.net

if ya wish to chat I am usually at the blue crab around 6 pm.
the wire tire is more than sufficient and a clamp usually crushes the tak niple, you do as you wish.
if the water trap is hardened simply replace it and smile.
the engine tank switch doesnt tell any information about level unless its empty. level is controlled by SWB in the remote tank.
you should have a seal between the engine tank filter and the tank. however most villiage idiots fail to actually study the system and realize they lost it.
( I am talking about so called professional techs)
why not simply adjust the pump in strict accordance with the service manual? the system works well and really requires no further engineering.
there is a filter (inline) on the remote tank, and a filter in the engine tank, the seal between the engine tank filter and tank bottom is CRITICAL.
any trash or sludge in the oil will bypass the filter and clog the pump or inline check valves.
the tank caps do tend to leak when tilted, its not an issue.
make sure the airbox drain hose is attached.
but as ya did not post a model number and my memory is old, there is not a lot of information I can give you. the oil system has had a few changes over the years on the V models.

Just to add a few things to Rodbolt's post. Go to a Johnson-Evinrude dealer and get a few #320107 ty-raps as these have a radius on the head to help clamp and seal items. Merc uses a similar style but I don't have the number. they work great on the water trap tube on the motor's oil tank.

You can also add a ty-rap to the top cap on the oil tank which will help keep it from leaking when tilted. Make sure the seal which Roddy mentioned is in place and the screen around the float switch is correctly in place,READ THE SERVICE MANUAL, before installing the ty-rap.

I have a service manual. There is no seal that i can find on top of the tank. And there is not a screen around the dipstick. There is just 3 holes which i think that is how it sences the oil level. Looking at it, it dosent look like there is a float in there it looks more electronical. There is no seal on the top its just like a hard rubber cap that has a barb like shape to it where it meets the inside of the tank. Thanks

if your oil tank on the engine has a water trap(vynil tube) it originally had the screen.
someone may have used the earlier style tank sender with the later style tank.
happens.
about now pictures would help.
