You may be able to get one of those headlight kits and do it. They come with a sanding paper and some liquid to put on it. I used it on an older car with really dull headlights and to my suprise it worked very well.
Me id take them out and replace them with new Lexan ones. Get a sheet and use the old ones as a templete.
