old evinrude bad carb rebuild

i have an 83 evinrude e50belcta. i just bought this one this year and have done loads of work on it, except rebuild the carbs. the carbs were supposedly rebuilt recently but the bottom one floods. ive checked them some and can tell that the seals and screws all look new, so im assuming that something wasnt put back right.

Flooding..... Either the float level is wrong or the float shut off needle valve tip is worn.

With the carburetor body held upside down, the float being viewed from the side, adjust the float so that the free end of the float (the end opposite the hinge pin) is ever so slightly higher (just ever so slightly off level) than the other end. And when viewed from the end, make sure it is not cocked.

i had read a post earlier anout the flioat being off level. i checked that and that seems fine.
