old johnson 9.5 craigslist find. Need some help!

hello,
I bought this motor on c-list for $100 it came with a fuel tank. the po said it was rebuilt 5 years ago and it hasent been used in three. always stored in doors. and religiously flushed after use. I think it was a good deal.

its a mid seventies johnson 9.5 (seahorse or seaking) model 9rl-738

its issues: currently not running.

my question's: where should I start to get it running? it has good compression.
should I clean the carb?
I haven't checked for spark.
What should I change just for good measure? I want it to be reliable.
Is there a free online manual?
are there any good mods to give it more power or better reliability?

all your input is greatly appreciated:)

Probably a good deal. Check for spark. If no spark, rebuild magneto. Spray some premix through carb, if it sputters to life for a second, clean carb. At least that's what I would do. Check to see if fuel pump is functioning, if you determine that you have a fuel problem.

Here on iboats, or marineengine.com. for points, coils, impellers and other disposable items. Other parts, check aomci.org

BTW, change the impeller too.

It's the best source of information on the 70's-92 9.9 and 15 hp engines I've found.

I second marineengine.com as a good source of parts, they also have the full range of exploded
drawings for these engines, which are a big help in seeing where different parts are located
and how the engine goes together. IBoats also carries a number of these parts, but not all.

the compression is about 60 psi on both cylinders, I have good spark, but still no fire it is not even sputtering
where to now?

What do you call a good spark? It has to jump a 1/2 inch gap in open air. you say you have 60/60 compression,that's not bad for that motor,it may even get better when you get it running and the rings free up. Check the coils to make sure they have no cracks or other nasties,check and gap or replace the points and condensers,you can get both the ignition kits and the carb kits from iboats or marineengine.com. Remove the carburettor and strip it down ,soak in carb cleaner,clean out all orifices with a fine piece of wire(carefully),wash in warm soapy water and blow dry,reassemble using aforementioned kit.Check fuel pump works by disconnecting line between pump and carb and pulling motor over,fuel should come out. Check oil in lower unit.should be clean and reasonably clear. Change impeller,if motor has been standing a while it will probably be cracked and perished.New plugs,I think they're J6C.
Of course you may not have to do all this if to get it going but I would do it anyway for future peace of mind.I expect I've missed a couple of things but someone is sure spot them.Good luck.By the way ,it's not old.

That is a 1973 9.5 9RL73B Like the others are stating here, check the ignition system over. This motors still has the older style points style ignition system. 60 psi is a bit low, but then again, that could be your gauge reading low. What's important is, that both cylinders are close to the same readings.

I set the points and the coils look good. I cleaned the carb but now its weeping fuel out of the over flow. I put in new spark plugs. i'm not getting any fire I dont know what to do next

The4 carb float is stuck or not set correctly if fuel is comming out the throat of the carb. The best way to set the points and check the electrical can be found at http://www.leeroysramblings.com/#12_OB for the motor. He goes into some detail and has very good instructions as to do everything fairly easy.
