Older 70's 20 HP Mercury Outboard

I have a few questions.

1. How can I find out what year the motor is? I see the plate and can find the serial number.
2. How do I remove the cowl. Can't seem to find out how.
3. Motor ran good in the bucket but ran for a minute or so on the lake before stalling. Has not been ran in a long time. Put new line and primer bulb but bulb does not feel tight when primer bulb is squeezed and I can hear the fuel shooting into the motor. Where do I start??

Pics of the cowl.Then we can get the cover off.Profile? Fill it out.You might be close to someone who can help.
The free flow fuel could be a bad hose or a stuck float,etc.Gotta take cover off first.J

I've updated my profile. Having trouble posting pictures but teh best I can describe is it must me 72 or 73. Blue band around motor, Thunderbolt ignitiond on front of cowl with the word Mercury in red below it. Back of cowl has 200 on it
