Older Mercury, new to me and giving me problems

I just picked up a Mercury 9.9 tiller, manual start and I'm having a few issues with it.

1) I'm not to sure of the year as the ID tag is missing. The stamped tag on the motor is B204173. I think is might be an 1986...

2) It's a pain to start. Compression is 90 psi on both cylinders. I'm not sure if this is concerning or not. I had it running a few times after many pulls and after I get it running, it stops and starts very easy, like half a pull. It idles fine and stays running. Giving throttle also poses no issue of running well. After a day of sitting though, I can pull and pull with no luck. Fresh gas has been mixed. I've found that if I pull the plugs (they are wet), let them dry and plug them back in after keeping them out for an hour or so, the motor then starts after a few pulls. It appears to me that my starting technique might be an issue as the plugs are wet but i'm not certain.

Starting steps.
1) Prime bulb until firm
2) Pull choke out
3) Tiller handle is on start
4) Pull cord until she starts


I'm going to buy new plugs and I've been trying to confirm if the plugs a I have are the right ones. Currently NGK BP8HS-10 are being used and gaped at .04. Since I'm not certain of year, I cannot confirm if they are even the right ones.

Any insight, thoughts or opinions would be greatly appreciated.

90 psi is a bit low for that motor.

What is the range of PSI that is based on? Would that contribute to the hard starting that I'm encountering?

If plugs are wet, try starting it with half-choke or no choke at all...

Well, she is rip roaring on the first pull. I put some new plugs in and found that pulling the choke out and pushing it all the way in is all she needs to start. Thanks all!
