OMC 1984 3.8L engine

I just got this new old boat, 1984 Mercedes (I believe it is now freedom marine boats) with 3.8L OMC engine. There is a pair of Serial numbers and model numbers on the drive Mod No 382STMRCOM, Ser No J 836439 and the second pair is Mod No 983487, Ser No J 3575..( the last two digits I need to look up again since on the picture I made the label is slightly folded. Pictures are attached. I did not have a chance to start it since the ignition lock does not have a key and I did not really want to hot wire it. So Im waiting for the new ignition lock to arrive. But I looked at the engine and it looks very dirty to me, carburator even without taking it apart is gunky, there is old oil - almost black on the dip stick. And the boat has not been used at least since '13.
Now Ive got a couple questions:
How should I clean up the fuel tank, fuel lines before trying to start this baby.
What carburator kit should I use for this carb, looks like it is a Rochester 2 barrel carb (photo is attached).
Im also getting a manual for this drive, just waiting for the shipment to arrive.
Any advice is more than welcome.
Also one more question of the topic, the trailer has a surge brake actuator, looks like an older Dico Model 6. When I opened the master cylinder cap - there was just a red rusty mess inside or the reservoir, not much brake fluid, just some goo. How should I clean this? master cylinder reservoir and brake lines.

Not sure about your trailer - I've never had surge brakes.

I'm not sure what that second model and serial number is for ... 382STMRCOM is the model for your engine and drive - mechanical shift Stringer. Sometimes OMC had part numbers on some pieces that don't always make sense, but that 98347 isn't coming up for me.

Is there currently fuel in the tank?

I dont think there is any fuel in the tank or maybe some gunk on the very bottom. Cant see the gauges are not working w/o ignition switch and cannot see the tank itself - only the small part of it is showing from under the deck.

I think I'd try draining the tank and changing the fuel filter ... clean the engine up and go from there.

Is there an easy (or easier) way to drain the tank and then clean it? there is probably some gunk on the bottom of it. Should I use some solvent to do it and then suck it all out with the pump?
Also another question is what carburator kit should I use for my carburator? I looked at the parts section here and seems like I need 18-7086 - Sierra carburator kit, but want to be sure before I buy it.

there should be a way to access the tanks fuel sender. Pull the sender. you should then be able to see the fuel and use a hand siphon hose

I have used hot water and dawn dish soap followed by blasting with a pressure washer to clean up dirty fuel tanks. I have also used POR 15's Marine Clean in the past as well. Then a shop vac to clean out the water and gunk.

just never use a shop vac to suck out fuel or we will be reading about you in the news.

thx for the advice, I was going to use a Dirt Devil to suck out fuel :) like to be in the news, just did not feel like joining the Darwins award recipients list yet.
I dont think there is any fuel in the tank - it has been dry for at least a year, but would imagine there is plenty of gunk on the bottom there.
Also, another question, what oil do I need to use in the engine and the outdrive? Also if you know, what oil and fuel filters should I use? Usually it is on the engines sticker or oil cap, but not on this one. And im still waiting for the repair manual to arrive.

for the motor, your manual probably lists SAE 30 (straight weight), however most people run 15-40 Rotella diesel or 20-50 synthetic blend. the oil is up to you. I personally run the Rotella 15W-40. I buy the oil at either walmart or Advance Auto depending on where the lower price is.

for the outdrive, a good marine 80w-90 gear lube. I personally like the Amsoil marine gear lube.

for a manual, hope you got a factory manual.
