OMC 2.3L ignition problem

4 cyl. OMC 1989 2.3L. while out on the boat I was having some engine failure so I had to start it up several times. the last one of which caused a big spark to fly from my assist solenoid. after that i got no response from the starter and lost the ability to raise or lower my tilt. I had electrical power for the radio and accesories but when I tried to turn the key to start the engine I would loose that as well for several minutes until it returned. I replaced the solenoid which solved the tilt and electrical problem but I still can't get any response from the starter. When I connect a 12v test light to the starter motor connection going from the solenoid to the starter there is no power. i have also checked the fuses and they are ok. what should I try next? could the new solenoid be bad? or could it be the module or interrupter switch?

You have 2 big wire connections on the solenoid, one is 12v input and the other is the output to the starter, do you have 12v on the input (without turning the key)? You also said you checked the fuses, do you mean the 2 big 50 amp fuses at the motor?
