OMC 4.3 torque Specs

I have two questions, first one, I removed my exhaust manifolds because there were clogged and no water was passing to risers, I bought new ones and ready to install, what are the torque specs for those bolts?
Another thing, what is the best engine oil to use? I was told some delo 15 40w so that is what I bought, is that ok to use. Thank you so much!

they are 3/8-16 grade bolts. about 25 lb-ft about 20 on your riser bolts as those are most likely 5/16-16

Awesome thank you so much, I have one more question if you don't mind, I got everything together and went to turn it on, and its a no go. I just hear a single click. I pulled out starter and tested it (ran direct power and ground) and it worked, so I went and changed the solenoid. When everything is connected (with the starter still out) I turned the key (grounded starter to battery) and the starter turned. But when I put the starter back on, it clicks again, any ideas?

Any ideas or help would be awesome , I'm stuck here, could it possibly be the batterys not having enough juice?
