OMC 990243s bad fuel pump?

I picked up a new 19' 1979 Manatee Cuddy with an with a 4 cylinder OMC I/O. The model number on the engine is 990243s.

I'm not getting any fuel to the carburetor. I have a 99% feeling that the fuel pump needs to replaced, but first, I want to cancel out any other thing that could be the problem before I make that move. The motor hasn't been run in three years, so I took a chance and guessed that some other component could be gummed up. So far, I've changed the hoses, fittings, and the fuel-water separator. This didn't change anything.

Is there anything else that I could look at? Or maybe a component on the fuel pump that might be the problem? The wife is really keeping me on a tight leash with my budget on this thing.

Some tanks have a fuel shut off valve. Also check for a ball check in there if there is one.

Ayuh,.... Welcome Aboard,.... Hook up a fresh can of gas directly to the fuel pump, 'n try it,....

If it don't pump, change the pump,....

Hammond, no shut off valve, and the anti-siphon valve has been changed. I didn't even know about it, until I accidentally destroyed the original while taking off the fuel hose and was forced to learn about it.

Bondo, so its just that simple? Would I need to properly hook it up to a fuel tank or can I just slip the hose into the opening of a good old fashioned 5 gallon gas can and try it that way?
