I have stripped the upper gears on my OMC Cobra stern drive looking at the exploded diagrams for 574APRMED as marked on the engine block the upper gears appear to be different than from that installed. They are more like a 1990 574BPEPWS but the exploded diagram doesn't list parts 16. Any ideas are the parts interchangeable.

You're really sort of mixing apples and oranges.............
The 574APRMED is a dog-clutch Cobra and the 574BPEPWS is a cone clutch (PRE-SX "interim") drive.
I don't think anyone would expect very much parts commonality at all with them.
Which one do you have?

And by the way, Ensure that you disassemble the lower to thoroughly inspect, flush & clean. Any metal debris from the destruction of the upper, also went into the lower.
