OMC Full throttle issue

I have a 1995 OMC 4.3 motor recently rebuilt and it runs great except when you go from neutral to full throttle or close.... It sound like it bogs down then slowly gets up.... Before the motor rebuild we had no issue with it getting out of the hole with 7ppl in the boat now it takes approximately 1-2 min just to plane with a full boat... I am having issues with getting even 5ppl in the boat without any issues.... If i back off the trottle a little bit it seems to get up better.. Any further questions please feel free to ask.. I understand more weight will take longer just to get up but this much is ridiculous... I recently replaced the carburetor with a brand new 4160 marine holley... The jets on the new carb was 68 the ones on the old carb are 64 will me switching them out fix the problem???

My guess is that that carb might be a tad large for a 4.3. By backing off on the throttle and the engine coming alive, Im thinking too much carb.
