OMC saildrive impeller replacement

My friend has a 1980's S28 sailboat with a 2 cycle OMC connected to a saildrive. He is being told the only way to replace the impeller is to haul the boat out. Is this true?

That's about right.
​Some have adapted a pump to the motor to avoid the haul out.
