omc shift shaft seal

I changed the o-ring and wiper seal and now the shaft moves real hard up and down. How much pressure shold it take to move the shift shaft by hand and also could I have put the wiper seal on up side down and could that be making the shaft so hard to move. Thanks for any help. 86 cobra 4.3

Yup upside down smooth now. Now on to transom shift cable.
