OMC Sterndrive problems

I have a 91 Sunbird with a 302 V8 OMC Cobra I/O. Should the exhaust bellow have slits in the bottom of it?

Yes the lower (exhaust ) bellow does have slits in it.
Any signs of cracks or dry rot in the upper ( drive ) bellow is bad news.
