I'm wondering which direction is the correct way to install the big seal between the upper housing and the lower on a 1977 omc stringer electric shift

Have not done one but all lip seals, have the seal lip facing the liquid to be retained.

Concave / Lip side up - toward the impeller. That part also gets called a "washer" in some manuals. It should be coated with grease.
