Dave<br />If it is a 1982 should be a stringer drive. V8 series 800 or 4 cylinders series 400. Trim on this unit would raise and lower the front of the motor.<br /><br />Tilt is done with a motor on the port side of the engine. It turns the tilt clutch with a worm gear on the transom. Tilt clutch turn a small gear that turn against a large 1/4 round gear on port side of outdrive. <br /><br />Many thing can cause this to fail to raise. If you hear the solenoid click when you try to raise engine then it is likely good. <br /><br />If outdrive trys to raise but just needs help or moves 3 inches and stops then it can be just a lack of grease. My outdrive will lower all the way with 1/2 second on the switch and raises fully in 3 seconds, but it use to take 2 or 3 seconds to lower and would move 3 inches or less if I did not lift on the outdrive. My problem was just old grease on the back of the two pivots pins. I greased them twice a year but still the grease did not make it way to the back side of the pins. I took off the two rubber stoppers on each side of the outdrive pivots. Then blocked up under the outdrive and removed the bearing cab on each side. Be carful as it is very heavy. After I got both caps off I tilted outdrive away form the boat a little. Then you will find pivot pin has a bushing around the pin. I slid this bushing off the pivot pin and cleaned all the old grease out Then lubbed with OMC grease. Did the same thing to the other side. Put it all back together gave both zert fitting a pump or two of grease. Since then will lower all the way with 1/2 second one the down switch and takes a count of 3 on the up switch. <br /><br />Also make sure the tilt clutch has no water in it and is filled with motor oil.<br /><br />Tilt motor can also have bad brushes or bad bearings.<br /><br />Up solenoid could be coroded but I have not seen this.<br /><br />Good Luck and please let us know what you find.
