OMC trim guage

I was wondering if anyone would know what to check first.
My 87 OMC I/O trim guage stays pegged all the way up when the ignition is on and falls back just a bit when i turn the key off.
I pulled the sending unit apart on the drive and didn't see any corrosion..
It has never worked but i was wondering if could be a bad ground or something simple.
I will probably replace the sender if needed when i pull the drive for the winter.

Didn't know you could pull those apart, I always thought the guts were sealed in some kind of a hard gel from the factory. Anyway if you follow the 2 wire cable through the transom mount it comes to a 2 pin connection, you unplug it and measure the sender with an ohm meter, pulling from memory but it should be something like 5 ohms to around 110 ohms when you move the arm from one end to the other, book says anything else and it's time to replace. You can change the sender without removing the drive, little bit tougher but can be done.
