Only turning 3200 on a 1989 AQ271C

Had an issues with the speed limiter shorting to the coil so I removed it, now when I take the boat out it is only turning up 3200-3400 RPM's at full trottle new sender, new relay, new coil, new ignition switch wires are good plugs are good what would couse this to happen running the 290 DP

Can you provide the sequence of events here? For instance, did the engine have problems and then you put the new parts in? What RPM could you reach with the limiter connected before it had problems?

I doubt this is a prop problem at this point. At the top of the Volvo Penta topics (and other topic areas) there are some threads always at the top and contain links to detailed information and troubleshooting guides. Find the one for low engine rpm and follow the troubleshooting steps there.

I believe that engine came with a Holley carb originally so you may be dealing with the aftermath of some hacks from previous owners.
