opinon on compression test

My 81- 50 3 cyl tested out after warming 15 min in 54 degrees (probably should have let it go longer) anyhow
#1 131
#2 121
#3 128
all with in 10% but since this is my 1st boat thought input from the best out here is not a bad idea

No problems here. Looks like it could use a de-carb (use Merc's 'Power tune').

My current service manual for later engines, loopers at that, says 120 to 150 within 15% of each other. Looks like you pass as far as that goes even though yours is a cross flow. I have seen numbers as low as 90 and people have said that their engines run ok.....whatever that means.

I just cleaned the carbs so should i put the (de-carb) in the tank or just spray in the carbs while it.s running

Instructions are on the can... Just run the engine till warm, then gently spray the goo into the carbs until about 1/3 can is gone (may need to hold the idle speed up a bit so it doesn't stall), then spray hard until the engine stalls out. Now the fun part. Wait 15 minutes (have a beer :D), then restart the engine (it may be a little difficult till some of the goo clears) and take it for a run at high rpm.... Job done, have another beer. :D
