optimax 115 whining noise

Hello gents
when i turn the key to ignition i get a whining noise from the fuel/water separator area.

it continues to whine even while the operation of the engine until i turn the engine off.

if i turn my key to off then right away back to ON it still whine for about 1-2 secs

i guessing the low pressure pump is whining but want to hear your thoughts
