Orange Spark and cold fouled new plugs

New plugs cold fouled - dry black. Checked spark - looks orange. Battery fully charged Coil reading Primary 1 Ohm, Secondary 9.96 Ohm. Voltage in RUN at Coil + is 8.5 Volts and from Module wht/red 7.61 Volts. This is a 4.3LX Gen +, 2bbl, with Thunderbolt V (with no Knock Mod.) ignition. What could be causing this? Any thoughts? Base ignition timing - OK. Carb set to preliminary idle speed & mixture spec. Compression OK. Running on muffs in driveway. Please HELP! Thanks kindly

When using the spark gap tester to check for spark color, do I check while enging is running or just crank engine over is ok? Not sure about this!
