Considering you just replaced the engine I would double check the lines are hooked up correctly.
Second check the wiring.
If they are good the third thing I would check is fluid, if the reservoir is full it dosnt necessarily mean your fluid level is good. If there is air in the line the system will not work, hydraulic pumps cant pump air. The fastest way to make sure your lines are bleed is to unhook them from the pump, put the ends into a bottle of power trim fluid, i believe automatic trans fluid can also be used but double check that. Make sure the end of the lines are submerged in the fluid, then lower the drive by hand by pushing on it. push it all the way down then lift all the way up. Do that a few times, if the lines have air in them it will sound like blowing bubbles in a glass of milk as the air is pushed into the bottle of fliud, once the lines are full it will be alot harder to move the drive up and down by hand. Once your sure the lines are full of fluid push the drive all the way down, give it a few min to allow the pressure on the fluid to even, then remove the lines from the bottle and hook them back up to the pump and make sure the pump is full and then try trimming it up and down with the controls. If you dont let the pressure even in the lines and you remove them to fast from the bottle of fluid they will squirt out fluid.
You may want to put something down on the ground to prevent the drive from hitting the ground. It will also be easier with a second person but can be done with one.
This is how I bleed mine when I rebuilt my engine last year, took all about 10-15 min and with the proper measures you will have little to no mess just a little spilled fluid.
