Outboard bucking

So I'm at a loss. I have a 1996 mercury 75 outboard. During my first time out this year I noticed while at idle in forward gear the motor was bucking and sputtering. So I decided to pull the carbs and clean them. Get it all back together and now its worse than before. The part I am most confused about is that when I adjust the carbs on the water, I can get it running pretty smoothly at idle. But then when I go WOT for a while and slow back down to idle its back to bucking like crazy. When it gets above 1200 rpms it smooths out again. I've tried adjusting the carbs 3 times and every time I go WOT then back to idle it goes back to running rough again. Does anyone have any ideas on whats going on. I just can't figure this out. Thanks

Not familiar with that particular engine, but have you adjusted the idle mix screw with the engine fully warmed up? If you do it cool you may be adjusting too lean.
