Outboard Ladder Installation

I have recently bought a ladder for my outboard (1700 PRO SPORT) On the transem I should be able to bolt right through on 3 of the 4 brackets. However on the bottom bracket I may not be able to access the inside of the transem and was thinking about just using a leg bolt for that one.

Any suggestions or similar installations? I know, ideally it would be nice to bolt-through all of them but may not be possible.

You can use a ss screw just make sure it is bedded in 3m5200 or epoxy. As long as all of them are not that way you should be fine...yes through the hull is better and all screws and bolts need to have proper sealant....... do not use silicone.
