Our 1986 Mercury 60 horsepower outboard engine shut off while taking a cruise around the lake. When we found a loose battery connection it turned back on and now it will only go half the speed it was before even after cleaning out the oil filter and checking the gas line.

Make sure that your faulty wiring did not cause you to lose a cylinder. That is a big killer of powerpacks, and other electronics. While it is running, pull the plug wires off one at a time, and see if there is any difference.
