I put a new water pump/seals in my mercury 15 hp 4 stroke. Serial number is 1b511406. When I removed the base of the water pump the whole shift shaft and cam came out. I installed it back together and now the prop ratchets in forward gear, doesn’t move in reverse but it is also ratcheting when in neutral and not spinning free. Did I install the shift shaft cam wrong? Any ideas what is going on?
