outboard stuck in down position

Hi everyone, I have a bayliner capri with a 1991 force 90 hp outboard. This is probably a stupid question but I have searched the forum and cannot seem to find an answer so sorry is this has already been addressed. My outboard does not power tilt (i don't think). I cannot seem to get it up into the locked position. the boat is currently in a wet slip as i do not have a trailer. When I transported it to the lake on a friends trailer I pulled the motor up into the locked position by hand with no problems. now that it has been run around the lake it seems stuck in the down position. I have tried putting it in gear and still nothing. I think it is trimmed in to far as the boat seems to be plowing. I looked and the tilt pin is all the way against the transom in the first position so I am trying to lift the motor to reposition it. I found a small lever under the cowling right above the transom (looking at the motor from inside the boat) one way says engage and the other says disengage. I'm not sure what this is for but i'm thinking its to engage the tilt lock. Am I correct about this? The only problem is it turns back and forth freely with no resistance like maybe the rod inside is broken. Any help on this will be greatly appreciated.

That lever is for locking/un-locking the tilt lock.
If it moves freely then one or more parts is missing or broken.
You'll need to get in the water or reach WAY down and unhook the thing wrapped around the tilt pin.Or try to remove the pin itself.
The parts are still available.
Or change it over to the power trim and tilt.J

Thanks i will go try To unlock it that way. Where can i find a kit for a power tilt conversion?

Probably can't find a kit but can get the stuff off e-bay.

So I went out today and got wet trying to unlock the tilt lock by hand. It would not budge. I tried for half an hour then gave up and decided to go out on the lake. An hour later I started to accelerate and I heard a loud metallic sounding "clank" from the outboard. I Checked and the tilt lock was now unlocked. Do you guys think I broke something or just maybe it was stuck and popped loose?

Maybe your tilt lock is working and it just came loose.J
