Outdrive not coming out of gear shifting to neutral most attempts (On water only)

1994 Crownline 225ccr that has been refitted with a 2002 Volvo Penta 8.1GXi-AF (s/n:4012071102). DPX duo-prop outdrive. Sitting on the trailer in the yard I can shift all day until the cows come home fwd-N-rev-N-fwd and the prop will stop on a dime between shifts EVERYTIME. When I drop her in the water, about 75% of the time she won't come out of fwd into neutral. The shifter seems fine but she will stay in gear. Occasionally I can fiddle with the shifter and she'll get to neutral. I thought it might have something to do with the shift interrupter switch but why ONLY on the water does it happen and so often? Help?
