outdrive trim questions

Hi all, i have a couple questions...i have a 96 carravelle 18.5 fish ski runabout
boat.. it has volvo penta motor and outdrive 3.0l.... the out drive does not
seem like it goes up high enough.. i used a few times last year probly 5 or
six times.. at the end of the season last year one of the hyd seals on one
cyl has started to leak. but even before the leak it did not seem like it went
high enough. it wont make it in my drive way due to this...all the merc outdrives seem like they go way up. it this normal for a volvo out drive or
should it be going up higher....with it in full raised position the fin under the
prop is probly 4 inches from the ground.. it looks like it should go a lot higher.
.....i am planning on replacing both hyd cly seals and then bleed system and reevaluate how high it goes.....how do you bleed the system....thanks to all

There may be spacers in the trim cylinder to keep the drive from raising too high. Usually installed to prevent the drive from hitting a swim step or something. Depending on your system it may be stopped electronically.
What is the full model number or even the serial number of you engine.
