over heating 96 90hp force

i ran into shallow water and filled the impeller with sand and peples. engine over heated, i removed the bottom end and replaced the impeller and removed all the pebles. still over heats. no water comes out of the tell tale. removed the thermostat and tried it with it removed. can get a bit of water slowly if engine is reved up. not sure what i did wrong? and info will help.

Backflush from thermostat. Silt and pebbles probably worked up past the impeller

might run some weedeater line through it to make sure it clear inside [from thermostat to lower end],and make sure key didn't slip on the impeller
