I had changed everything out and still had problems. My situation was solved by using a bigger container that would get the water a good bit over the CAVITATION PLATE, at least an inch. Not sure why. Just know I probably wasted a lot of time looking for a problem that probably did not exist.

Water should be deeper than that. Water should be half way up the leg. The water pump must be well submerged.

You are correct, if you are running the engine in a barrel you need to have the water level several inches above the water pump. The water pump will pump water very well, it will not suck water worth a darn.
