overheating horn sounds with key on, motor not running

2000 60hp mercury big foot,horn went off while running on lake had weeds around intake, but still had water peeing ,after clearing weeds horn still sounds even when motor is not running and key is in on position. Do i need to replace sensor? or ignition switch?

Disconnect the sensor if the horn stops you need a sensor
