Overheating issue newly rebuilt 1988 Evinrude 90

A year ago, the lower bearing disintegrated, knocking a hole in the block "half" that bolts to the part with the pistons. A welder fixed the hold and I just completed putting this engine back together.

The engine was stripped to the block, which was honed. The machine shop reinstalled new water passage restrictors, but I did not verify that they were placed correctly.

The tstats were checked in water and they opened up before the water boiled, but I didn't check the temperature. The water temp was definitely hot to touch, well above hot tap water temp, which is about 140F.

The water pump impeller was replaced.

Water comes out of the telltale while on the muffs, but not as strong as I remember it. IIRC, the water out of the telltale when on muffs should be really strong because of the added water pressure from the hose.

I have only run the engine for a couple of minutes since finishing the rebuild. Today, I ran it a little longer to check out a few other things and, while on the earmuffs, the engine temps started to rise and hit the following temps in the cylinders (measured with infrared thermometer) and the temp alarm went off as I was turning it off:

Starboard top (#1): 173F
Port top (#2): 135F
Starboard bottom (#3): 180F
Port bottom (#4): 140F

My questions:

1. Is it possible the water passage restrictors were installed improperly? I really don't want to pull the heads to check them, but can.
2. Is it possible the tstats are bad and not opening properly? Should I remove the tstats and run it without them?
3. Could it be a bad pressure relief valve?
4. Anything else?

1. Possible. I have not had much bad experiences with these though. Usually something simpler.

2. Never, ever remove the t stats. It is possible you got the wrong temp stats? I dunno. Might have to test them.

3. I dont think so

4. Poor connection from water line to impeller housing, or any of the grommets along the water line. Restriced/blocked water intake. Restriced cooling circuit.

Running on the muffs really does not help at all determine if the cooling system is properly functioning. It is just force feeding the cooling water throught the circuit. I am going to guess that there is a restriction somewhere.

IMHO, seeing how it's getting hot on one side I'd feel better if I made sure the water deflectors were installed properly before I chased my tail to much.

I replaced the tstats and reinstalled the water pump and all is good.
