paint wear from overheating???

Took this photo of a used boat I'm buying, and remember reading somewhere that it is caused by overheating. Could you guys tell me if thats what it is from, and if it indicates some permanent damage?

Looks like water got under the paint and it just peeled or flaked off....doubt it's any kind of overheating related issue.
