Part Identification Help

While doing some work on my boat I noticed a part that is broken. However, after searching I cannot identify what the part is. Anyone know what this part is in the attached pictures?

Volvo Penta 3.0 GS

That is where the warning horn is sometimes mounted, but would need a engine serial number to be sure.
