Parts for canadian 1980 Johnson 20

I have a buddy that just got what he was told is a 1980 25 horse Johnson rope start but there is no 20 listed for that year, I checked the FAQs and found it is a derated Canadian engine, model J20CRCSA so it si a 20 but the hood has 25 horse stickers on hence the confusion.

My question is 1, should he just order parts for an '80 25 and 2, how was it derated and can he easily get that back?

I just sold the exact same motor. It wasn't getting fuel, so instead of cleaning that 'derated' carb, I ordered a used one from an '80 25hp and cleaned that up and installed. Throat diameter and main jet are smaller in the 20 carb. I'm assuming it'll be about 25hp, but maybe a touch less if the reed spacers and exhaust tube are slightly different (like in the post '76 9.9/15's). Parts will all be the same as J25RCSA except carb and possibly the other parts listed above. Plus the ID tag and cowl.. :)

PS. My 20hp carb bowl had '20' stenciled on the front in large numbers. If yours doesn't have that, perhaps the carb/cowl has been changed already. Mine had '20' stickers on cowling. I think they derated some of 'em in Canada for 20hp max lakes??
