Pee Hole ?

I have a 1997 25hp merc. when the water come out of the pee hole it is slow at first and then keeps picking up and slowing down is that normal ? I'm thinking it is the thermostat opening and closing.Thanks in advance for your help.

There a couple of different setups on the 25s ck and if you pitot hose is attached at the thermostat housing thats exactly whats happening
