Please help frustrated 1967 40hp

Hi I have been working on1967 40hp Johnson And stumped. I redid the points condensers rebuilt carburetor changed the impeller.
I get it to run in a tank but for some reason there is no water coming out to cool it? Could the impeller be stuck? Is there anything else that could block this ?intake is clear. Took off thermostat to see if water would come out there but nothing???

Water in your test bucket MUST 6 or 8" above the pump !!-----Did you use factory impeller or something else ?
