Please help removal of trim motor

I am trying to get my trim motor out of my 1991 40hp Mercury motor. I have 2 manuals and I know what I need to do but I am stuck and need some help.

I have removed the top dowel and pivot pin but I cannot get the bottom dowel pin out. I have included an image of the instruction page of the manual so you can see what I am trying. I have the pin pushed up but I cannot get it completely out so that is preventing me from getting the lower pivot pin out.

I have tried WD-40 but am making no progress.

Any suggestions?
