Please help! Shifter problem with 1954 Evinrude 25 hp big twin

K folks here's my problem. My big twin wasn't going to full throttle. I found out why today. After taking the cowl and pull start off, I found that the fin under the flywheel, which pushes open the valve in the carb, is hitting the rocker arm for the forward /reverse shifter. After further diagnosis, I found that the pin on the forward /reverse knob is not sliding all the way into the grooves on the rocker arm, which in turn prevents the throttle to open all the way. Any ideas on what I can do to make this operate properly. Seems like an easy fix, but I'm no marine mechanic yet. Thx in advance

Are you doing all this on the trailer or something (not running)? If I'm reading your description correctly, the gearshift lever is not going all the way into gear (s), which prevents the lockout lever from allowing full throttle.

If my suspicions are correct (not running), then SOMETHING has to be rotating to allow the gears to fit together when you shift. Easy solution: twirl the prop while shifting a non-running motor.

Is this on a boat? Or on a stand.

Yes, you cannot get full travel in neutral, must be in forward gear. If on a stand, out of barrel, spinning prop will help engage gear.

This is while on the boat running in the lake and sitting on the trailer in the driveway. While in the driveway yesterday, I was able to pull the rocker arm back far enough to let the fin under the flywheel push the carburetor the rest of the way open

Update! I think I fixed the problem. Thanks to f-r and high trim. I didn't realize that the shifter rod locked you out of full throttle when not in full gear. Not knowing that, when I hooked the throttle cable on motor, I set the throttle cable to full throttle, then hooked it up to motor. Now when it's in gear, I can push the gear throttle handle the rest of the way up, thus allowing me to go full throttle. I learned a lot, being the first time opening up an outboard. Tomorrow I will take it inside the break wall in lake erie, buffalo, and hopefully see better results. Thanks again you guys, your advice saved my arse a lot of time
