Please Help Tilt and Trim

I have a 89 johnson 110hp, motor trims down fine, but when i try to trim it back up itll go up a little bit then stop, i can wait a few secounds, and itll go up a lil for then quit. I checked the rocker swith in the throttle, its fine, i also checked the relays and they are fine. Any ideas what it could be?

sounds like your low on hydraulic fluid.as the motor spins and is trying to pump in the fluid its only getting a small amount just enough to make it move a little. does the motor keep running. and the cylinder not move. its fluid. if the motor stops also. its in your relay swap the down with the up and see what happens..let me know if that works out.

motor stops running, ive already done the relay swap, and still the same thing.
